The Shell Rock River Watershed District crossed another key hurdle with the execution of the Phase I Engineering Agreement for the Fountain Lake Restoration Project. On March 14, 2013, the District confirmed Barr Engineering as the lead engineers in completing a restoration road map for Fountain Lake.
What is a TMDL?
A Total Maximum Daily Load (TMDL) is a regulatory term in the U.S. Clean Water Act, describing a value of the maximum amount of a pollutant that a body of water can receive while still meeting water quality standards.[1] Alternatively, TMDL is an allocation of that water pollutant deemed acceptable to the subject receiving waters.
TMDLs have been used extensively by the United States Environmental Protection Agency (EPA) and state environmental agencies in implementing the Clean Water Act by establishing maximum pollution limits for industrial wastewater dischargers. EPA published regulations in 1992 establishing TMDL procedures.[2] Application of TMDL has broadened significantly in the last decade to include many watershed-scale efforts. This process incorporates both point source and nonpoint source pollutants within a watershed.

Boosting Efforts to Improve Water Quality, Recreation, and Fish Habitat
The City of Albert Lea and the Shell Rock River Watershed District (SRRWD) are partnering to request $7.5 million in state funding for the dredging of Fountain Lake in Albert Lea. By dredging the accumulated sediment, we seek to improve Fountain Lake’s water quality, fishery, and recreational opportunities.

The Shell Rock River Watershed District Board of Managers today took a key step forward on the Fountain Lake Restoration Project. The Board passed a resolution to initiate the Fountain Lake Restoration Project.

The Shell Rock River Watershed District (SRRWD) was awarded a $395,000 grant from the Conservation Partners Legacy (CPL) Grant Program. “We were very pleased to receive this grant,” said Brett Behnke, Watershed District Administrator. “The project is an important part of our comprehensive approach to improve water quality in Goose Lake, Albert Lea Lake and Fountain Lake.”

On Wednesday, February 29th, the Shell Rock River Watershed’s bill for Fountain Lake Restoration (HF1699) will be presented to the House Energy, Environment and Natural Resources Committee (click for details) for their consideration and recommendation for this year’s bonding bill. As you may recall, the Capital Investments (Bonding) Committee was in Albert Lea last fall to review this project – see Albert Lea Tribune Article. Our bill was referred for review first to the House Environment Committee.
