SECTION 001113 – ADVERTISEMENT FOR BIDS
Fountain Lake Restoration Project Dredge Contract No. 3

The Shell Rock River Watershed District (Owner) is accepting Bids for Hydraulic Dredging of
sediment from Fountain Lake. Proposals will be received through the QuestCDN website until January
16, 2026, at 4:00 p.m. CST. Facsimile, hard copy, or electronic transmission of proposals other
than through the QuestCDN website will not be accepted.

The work includes Hydraulic Dredging of approximately 310,000 cubic yards, potentially increasing
to approximately 550,000 cubic yards pending permit approvals and/or modifications, of
sediment and operation of Confined Disposal Facilities (CDFs) for sediment placement and
dewatering. Bidders must be a Responsible Contractor as defined by Minn. Stat. § 16C.285, be
properly licensed under the laws governing their respective trades and be able to obtain insurance
and bonds required for the Work. A Performance Bond, separate Labor and Material Payment Bond, and
Insurance in a form acceptable to Owner will be required of the successful Bidder.

A Pre-Bid Meeting will be held at the Owner’s office located at 305 S. 1st Avenue, Albert Lea,
Minnesota 56007 on December 10, 2025, at 10:00 a.m. CST. The Pre-Bid Meeting is to be immediately
followed by a Site Walk at the Project location(s). The Bidders must provide their own
transportation during the Site Walk. A map with directions of the Site Walk stops will be
distributed to all Bidders at the Pre-Bid Meeting. Attendance and Bidder registration at the
Pre-Bid Meeting and Site Walk are prerequisites for Bid submission.

All questions about the meaning or intent of the Bidding Documents shall be directed to Mark Walter
via email (Mark.Walter@geosyntec.com). Questions will be accepted until 4:00 p.m. CST on December
19, 2025. Interpretation or clarifications considered necessary by Owner in response to such
questions will be issued by Addenda. Addenda may be issued to clarify, correct, or change the
Bidding Documents as deemed advisable by Owner or Geosyntec Consultants, Inc. (Engineer).
Addendum files will be posted on www.questcdn.com Project No. 9692852 (Quest) by 4:00
p.m. CST on January 7, 2026. Bidders are responsible for accessing Quest to be aware of all
addenda and acknowledging all addenda in the Bid Form. Failure to acknowledge addenda on the Bid
Form may cause Bid rejection. Only questions answered by formal written Addenda will be binding.
Oral and other interpretations or clarifications will be without legal effect.


The Owner reserves the right to reject any or all Bids, to waive informalities, and to accept any
Bid deemed to be the best value and most favorable to the interest of the Owner. The award is
anticipated to be based on the Bid offering the best value and in the best interests of the Owner.
