The Shell Rock River Watershed District (Owner) will be accepting online electronic bids for constructing the restoration of several wetlands on the districts property. Bids for the HEIN WETLAND RESTORATION in TWIN LAKES, Minnesota, will be received by the Owner at the via Quest CDN until 3 p.m. CDT, December 1, 2025.

  • The Work consists of furnishing all labor, materials, equipment, and skills, and performing all operations required to construct the Work. The Work involves modifications to subsurface drainage infrastructure, sediment removal/grading, berm construction, installation of culvert and outfall structure, and site restoration of approximately 150 acres in a previously cultivated field. The Work includes, but is not limited to, mobilization and demobilization; furnishing, installing, and maintaining erosion control measures, clearing and grubbing, site restoration including preparation for seeding, removal of segments of drain tile, re-routing and installing new drain tile, grading and sediment removal, riprap installation, construction of wetland berms, and installation of culvert and outfall structure. Also included is installation of erosion control blanket, mulching, performing site cleanup; all as provided for in the Bidding Documents. All quantities and work items in this advertisement for bid are approximate and not guaranteed.

The potential bidder’s attention is directed to the Instructions to Bidders with regard to an optional pre-bid meeting scheduled to be held virtually on November 20th beginning at 2 p.m. CDT.

The bid of the lowest responsible bidder is intended to be accepted on or before the expiration of sixty (60) days after the date of the opening of bids. The Owner, however, reserves the right to reject any or all bids and to waive any nonmaterial irregularities, informalities or discrepancies that do not confer competitive advantage on Bidder, and further reserves the right to award the contract in the best interest of the Shell Rock River Watershed District.
